AppleWorks is an all-in-one Word Processor, Spreadsheet, Database, Graphics Editor, and Presentations tool. The original product was a text-based product for the Apple II. The Apple Macintosh and Windows versions were forked from ClarisWorks in 1998 by Apple. At the time, Apple was under a lot of pressure to have a direct alternative to Microsoft Office. It is highly customizable, and acts as a database where you can create categories with custom fields, custom entry form layouts, and even "connect" related fields between categories. Windows Personal Librarian is a CD database application for Microsoft Windows 2. It installs fine in a VM, but seems to need some additional configuration after that, but there are no instructions. This is likely a "client" tool meant only to display databases created elsewhere.
