Palantir Windows Filer 3.x
First announced in 1986, among the earliest applications developed for Windows 1, Palantir Windows Filer (occasionally shortened as WinFiler), is a simplistic database program for the Windows environment. It features the ability to use of dBase files, create entry forms, perform data calculations, sort, index, and the ability to use graphic images in data.

It appears the first Windows release in 1986 was given the version "3.0" because their DOS based "Palantir Filer" product was at 2.x.
Version 3.06 was released in 1990, however not much has changed since 3.0.
Version 3.06 is a Windows 2.x application. It happens to run under Windows 1.x. This version is also compatible with Windows 3.0.
This was released under "Palsoft", which appears to be an alias for Palantir. It is the same program.
