What non-linear video editor from the mid 1990s should I use

I have a codec/encoder installer from the 90s for converting videos to Sega Saturn format, it installs the files into a folder and has no GUI, so i'm wondering what video editor software I should use to pick up these files?.

Never mind virtualdub works just fine in win98!:)
