Windows 98 FE and SE Keys switched?

While installing Windows 98 FE on my compaq, it kept saying the provided product keys for 98 FE were invalid, but then when I tried the one's for second edition, it worked.

I think maybe they could be switched for some reason? Or something?

    I have Windows 98 SE Retail Upradge. But I writed Windows 98 SE Product key not worked.

    Seems to lend more credence to my theory that they may be switched around.
