Charger makeing noise

ok so the battery in my laptop (hp Elite-book 8460p) needs to be charged a lot and i seem to have a generic charger, the power supply, when ever it is charging the laptop , it makes strange sounds, like buzzing, almost like liquid leaking, oh not to mention it gets so hot!, it actually gives me burns when i touch it for to long, i would really like to know whats wrong. thanks for the help!!!

    It's broken. You need a new one. Send this one back to China.

    What wattage does the charger have? If it's less than 65W then it's overloaded. A 90W one would be better off tough.

    Those generic chargers, or generic anything are notorious for being unreliable.
    And since you say it both puts out a buzzing sound AND gets scalding hot, that's now a fire hazard. Find a new one, preferably not generic.
